Instructions
- Combine Ingredients: In a medium slow cooker, whisk together the heavy cream, whole milk, sweetened condensed milk, cocoa powder, and vanilla extract. The cocoa powder will initially not mix thoroughly but will incorporate during heating.
- Add Chocolate Chips: Stir the chocolate chips into the mixture to evenly distribute them.
- Cook in Slow Cooker: Set the slow cooker to low heat and cover. Let the chocolate mixture heat for two hours, stirring occasionally to ensure the chocolate melts smoothly and the mixture is uniform.
