- Cook the Pasta: Bring a large pot of salted water to a boil. Add the pasta and cook it al dente according to the package instructions. Drain and set aside once done.
- Make the Roux: When the pasta is about 10 minutes from being finished, melt the butter in a skillet over medium heat. Stir in the flour and cook for about one minute, stirring frequently to create a smooth roux.
- Add Aromatics and Tomato Paste: Stir in the minced garlic, tomato paste, and white wine (or chicken broth). Let the mixture bubble for about one minute to meld the flavors and reduce the wine slightly.
- Incorporate Cream and Seasonings: Whisk in the heavy cream, then add sun-dried tomatoes, dried oregano, crushed red pepper flakes, and the shrimp. Cook for about 5 minutes, stirring occasionally, until the shrimp turn pink and opaque and the sauce thickens slightly.
- Finish the Sauce: Remove the skillet from heat and stir in the grated parmesan cheese and fresh basil. Season with salt and pepper to taste.
